Rebug Cannot run game with mandatory game data install

So, I cannot run any game that needs mandatory game data installs(GTA V, WWE, Gran Turismo, etc).
Whenever I try to run those games, I'm presented with not enough space. Even if I've 100 GB of free space, it cannot install 400MB of data.

Last know working firmware : 4.46 Rogero Cobra / Standard Rogero
Problematic firmware : Every Rebug I've tried
Current CFW : REBUG 4.75.1
Model : CECHL12(:o: is select and :x: is cancel)

Is it hardware incompatibility?? Or one of my settings messed up??

I've tried :
switching between Retail and Rebug mode
enabling or disabling cobra + webman
restore default setting
